Is there any website with full list of all upcoming presales and ICOs?

Your best thing to do would be to go to the announcement thread and then search on that page for Ico and then put together a list yourself. I wouldn't trust anyone else to put together a list of that importance for you if it is something that you are going to actually use.

There's ICOWatch and others, but personally i think that reading the altcoin announcement board on this forum is probably the best and the easiest way to find upcoming ICOs. They also have discussion of the coin that you can participate in as well.

However, make sure you weed out the scams from the rest. I only look at ones that have more than 10 pages of replies.

I agree with your word, in this forum it's all available and all the information is complete. We can see the project on the board announcement, there we also discussed and also asked directly to the developer.
