Windows 10 latest version 1709

For some reason I'm getting only 17 MH/s ! out of the box with out flash the GPU .

Seems not normal, try these, Increase your clock thru wattman or install msi afterburner, give at least 1200 core clock and 2150 mem clock.

I was getting 18 mh's out the box. After flashing and overclocking + undervolting I was getting 28 mh's.. After AMD block chain drivers I got 31.8 mh's

It depends on your comfort level.  I personally just oc and undervolt, I haven't flashed a card.

It is usually normal for sotck GPUs to play at around that hashrate because you have not yet OVERCLOCKED or UNDERVOLTED your GPU.

But being that your GPU is an RX 580 NITRO PLUS, it is on the low side of stock hash rates. You probably got one with an elpida or micron memory. If you can still replace it i highly suggest you do so.
