I can't afford to pay full cost of server and have it not work out (I'm not certain that it will work as planned as I have stated in OP). It should cost few dollars or even cents to hoster or seller.
Also, no one offers dedicated servers for week or two. I might back out within week or less if it doesn't go way I have planned it.

Maybe you can get a cheap virtual server to test your concept. The windows requirement is bad though if you want it cheap as they always charge an additional fee for it.

You need to give detail of what type of services will be run from the server, even if it is a very generic explanation so people dont copy what your doing...
