Is there any bitcointalk  signature designer software or online tool available? Please can someone tell me how to test signatures for varials member levels and what are the tools or way to test them?

You can design using some text editor and place it in your signature field and then test. But unfortunately, it will not give you chance to test all the member levels. I'm not a signature designer but hope this helps you in some way.
