How can I delete comments # 659, 661,662, 663 and punish those who did?

I guess you could have directly reported those spam messages or comments to the moderators the rest is upon them to decide what needs to be done with the spammers.

You should post self moderated thread in order to remove spam post. But only you can made self moderated post during posting time.  Otherwise you have to report moderator for remove spam post.

During posting time you will see Additional Options:

But the thread is not self moderated, so the only way to delete some spam comment is Report to Moderator
