The default Sapphire 7950 bios comes in at 1.250volts and it has been mining spectacularly, but it's overtaxing my Seasonic 1250w psu, so I decided to switch them to the secondary bios (a.k.a. the blue "S" button, or the boost button) since it comes in at 1.169volts.

It also mines perfectly, but for some reason whenever I restart cgminer it sets the Engine Clock back to 925 even though the cgminer.conf has it set at 1100.  I can then use cgminer to set it to 1100 and it responds beautifully with higher hashrate and is stable (as far as I can tell)...but no matter what I do, I can't get it to start at  anything other than 925MHz on cgminer.

In case some of you are wondering why not just set it and forget it?
I have it set to autostart if the computer ever goes down so when it starts, auto logs in, starts cgminer it will start the cards at 925MHz which of course will mean a reduced hashrate.

Any suggestions?

Windows 7x64, cgminer 3.2.0

I use AfterBurner to control GPUs clocks and voltages.

Yes, I have afterburner installed, but only to be used if not using cgminer.  I don't like to mix two apps that modify clocks/voltages together.

Up to now, cgminer has been great at controlling clocks/volts so I don't want to bring afterburner into the mix especially if I'm seeing an issue I haven't seen before.  I want to get at the root cause of this before I introduce another variable into the mix.

Ok.
Do you have Catalyst Control Center installed?
Is "AMD External Events" service enabled?
What will happen if you delay cgminer auto-start for 30 seconds?
Any other programs running?

I think that something besides cgminer sets clocks on ur system.
