You can connect your bankaccount to your PayPal account, which will enable you to withdraw the funds on your PayPal account. (This also works the other way around, and quite well; you can pay with PayPal and if you have insufficient funds on your PayPal account this amount of money will be deducted from your bankaccount later on).

Yeah, A Card isn't exactly a money storing thing. Its just linked to an account and allows you to spend. For withdrawing op you will have to have your bank account linked to withdraw the funds.

If you have a card linked to your account then you can withdraw money to the card.
However there are a few safwty checks first to prevent people being able to simply cash out hacked accounts.

as long as i know you cant , there is not even any option to withdraw to card , maybe its for my paypal USA paypal may have this option dont know

Simple answer to your question go get yourself a prepay debit card that is tied to your address and link it to your paypal account and receive funds to it and also validate your account at the same time.

I believe the card PayPal Mastercard that they advertise has a $5 monthly fee though.  That.s why I didn't get it.  Your probably better off finding somewhere to buy a prepaid card with paypal funds, if you want to avoid their monthly fees.

payoneer is best for this situation no monthly fee very less deposit fee no withdraw fee , go for it
