If you have traced your bitcoin purchase on the blockchain, is there any way to find out who the shit bag is that owns the address???

Did some searching, Found almost nothing which links back to a user here on the forum. Why do you need this address tracked? Did the guy scam you? Also Remember Bitcoin allows the user to stay Anonymous, if they are smart enough.
