Yes, you can get a free master or visa card delivered to your home  from greendot.com website.
Greendot requires no credit check, just to register and put your delivery details where you wish the physical card to be delivered.
They usually send cards with 24 hours of registration, avaliable only to Usa citizens.

Are you talking about Bitcoin debit cards or normal debit cards?

I assume the former and here are my two suggestions:

Another option for US customers is the Bitpay debit card:

Yes, I am talking about bitcoin debit cards of course, and I just inserted bitcoin in my first post so people do not think I am searching for regular debit cards for the person who needs one.
