I believe this has been explained in the past, this is simply a third party displaying the contents of the forum either to make a profit from the advertising views, or phishing.
The who.is of both domains were different aswell, see
https://who.is/whois/bitcointalk.org /
https://who.is/whois/bitcointalk.toIt would make no sense to have different hostnames if it was hosted by the same person.
