A little research really on google would have helped you. Use these links to get yourself the information you need. However, you have to realize that creation of coins/tokens can be in two ways and the easiest is making use of Ethereum smart contract.

Also, if you are not a techie kind of person, which obviously you aren't with the question you have asked, it is better you just outsource it. You can throw the service up on the service thread and make use of an escrow to get you running.

Hmmm, I don’t think that creating a new ICO and connect is easy. I believe you will need a lot of capital to fund the project and if you are planning on creating new ICO and coin, you better plan on your security, cause I have seen most of these tokens get hacked by the bad guys on the web, who spend their time looking for where and what to steal.
