If you have lost you GAuth, but have your seed, you can restore an Electrum 2FA wallet in one of two ways...
If you want to continue using 2FA:1. File -> New\Restore -> Wallet with two-factor authentication -> I already have a seed -> [enter 2fa seed] ->
KEEP -> click "I lost my google authenticator" -> [re-enter 2fa seed] -> get GAuth setup info
If you no longer want to continue using 2FA:2. File -> New\Restore -> Wallet with two-factor authentication -> I already have a seed -> [enter 2fa seed] ->
DISABLEThen I made a new wallet with the same seed and disabled 2FA. The new wallet doesn't contain any BC.
If neither of these methods recreates your original wallet with the same addresses, then the seed you have is NOT the seed for the 2FA wallet you were using
If it creates the same addresses, but is not showing any coins, chances are that the wallet just isn't synced properly. Check that Electrum is connected and synced (green dot in bottom right corner) and check the "network" settings and make sure the number of blocks matches the current Bitcoin Blockchain height
