Because Venezuelan president is a dictator. They want to avoid the sanction of the USA. Since the money they are using came from drug trafficking and alleged terrorism it makes a lot of noise whether it is good to buy their ICO or not.

This is really true,they are just avoiding the U.S to get in hands to their project,U.S was always like that if they see some threats that will harm their goals they would gladly to give propaganda into the country just to get those in charge out of their postitions but hopefully venezuela wil lachieve success so that most of the countries will follow their footsteps.

Venezuela is in serious economic mess and needed influx of fund to help themselves but the way they go about it is questionable, if all oil rich countries go the way of Venezuela what do you think wil happen, though this is just an experiment but this is not done right IMO
