Who said Bitcoin can be deducted? No one can ever who withdraws it. Before asking the forum members for help, at least specify where your coins are stored, which County you belong to. I would suggest you to use electrum I have felt that most secure and best. Or if you plan to withdraw coins from another wallet and not use it for long time, then paper wallet for you. As far as I know, Bitcoin cannot be traced or who know uses it.

Bitcoin can be detected during withdraw, How can I withdraw my bitcoin in the safest manner without being detected?

Without being detected from/by whom?  The blockchain? The Feds? Your parents?

The way to redeem bitcoin for fiat with the least amount of attention is via private transaction, you sell your bitcoin to someone for fiat, the deal is arranged offline, and you transact usinge a thumbdrice or "bearer bond" type mechanism, like OpenDime.

What are you tryng to protect yourself from?

Create address that never was used and never was online. Through this its 100% anonymous.
When you will "use it" it can fast become not anonymous because you will link ur data to it.

I think you did not read carefully.. What he's trying to say that "what is the safest way to send bitcoin without being detected?" He did not say "deducted" since he is aware that they will cut down his btc for transaction fees. Anyway, bitcoin transactions are anonymous. Means, the users cannot be traced. Only the txid are given for every transactions made. And txid is given for transparency and provides informations where the funds go and what is the exact time the funds will land to the wallet. Bitcoin itself is anonymous. So there's no way they can trace you. Actually criminals these use this technology because authorities can't trace them.

the best way to encash your money without being detected should be selling it off the markets,
if i get it correctly that you want to encash your Bitcoin into Fiat, and how to do it without get detected right?
try to sell it to other Users or try to sell it on peer to peer (p2p) platform that do not need any verification for their user to trade in there.
if you sell it on the market i am sure they can track you down,
that is why you need to send it to people that live in your country and have same currency.
so only you and him know about it,but for completely undetectable ? i am not sure, because you need your bank number to send it.

the safest way to encash it is by selling it to other user or try to find peer to peer(p2p) platform that allow you to do the trade with other users without verify your account with your documents and else.

Exchanges are required to ask any personal identification if someone wishes to encash their bitcoin so as to comply with AML and KYC regulations. This is to ensure that the money wouldn't be used in illegal trades that is commonly done on bitcoin.

Also, localbitcoins is a good start since all you need is to find a willing buyer, though the rates are somewhat lower compared to the market value of bitcoin.

Bitcoin can be detected during withdraw, How can I withdraw my bitcoin in the safest manner without being detected?

whats the problem for being detected? did you do any crimes/illegal activity? then you want to stay in private after withdrawing your coins to be not detected?

I think withdrawing bitcoin are truely detectable and theres no other way to hide that, because you are gonna withdraw this bitcoin on some banks or remittances or any some ways that available on your country then got verified and I think it is totally safe. but if you worrying about being detected, you are totally detected in withdrawal but anonymous from your bitcoin transactions.

you can try LocalBitcoins: https://localbitcoins.com
you should be able to find someone willing to exchange fiat for your btc.
This is an "off the counter" exchange. Be careful to choose someone trusted
and check the offered price to avoid misunderstandings/disappointment
