I have been sending BTC using Blockchain wallet for a couple months now with no issues. Yesterday I tried to send and its been held up for 24hrs+.

Here is the tx: c3295beca082081e1b1285288bb4c0c5cbc5362077f33c2de6452369ffdfd807

103.276 sat/B is too low for now. Average fee is 250 sat/B.
You can check information here https://bitcoinfees.earn.com/ to check needed and recommended transactions for successfull confirmation.
mempool is around 120 mil bytes for now

The Bitcoin network is congested as fuck right now, 192445 Unconfirmed Transactions.

You can try https://en.bitcoin.it/wiki/Transaction_accelerator to accelerate you transaction, will usually cost a few $.
There are some free transaction accelerators too, but they have hourly limits.

You mention 103 sat/b is too low and mine is at 91.  I used blockchain many times before and never had an issue until yesterday/today.  But my question is what happens with my transaction since it's only at 91 sat/b?

You must wait until it get confirmed. Check my link above, there is approximate time for confirmation. Just wait or try to use Replace-by-Fee (use only trustworthy services)
