This tx appeared this am moving from one HD account to another in the same wallet. (In mycelium) I have used coinomi to recover btccash and gold from this wallet. It also is interestingly the exact bitcoins received in a mining contract payout from OCT 14. Not just the same amount, but the same coins from the original tx, just moved over, with a 192 satoshi fee.

This is very concerning...

Answered my own question... its an old tx that never confirmed, and whem mycelium client updated it must have rebroadcast and moved it to thw top of my history list.

Is it possible though, miners could agree to go back and drop all super low fee tx's forcing people to up the fees to get it confirmed?
