Ethereum network is overload then right now how much is the minimum cost of an ethereum transaction and an ERC20 token transaction?

Usually you need to set 21000 minimum gas for an ethereum transaction and this gas amount gets converted internally into ethereum.
By measuring current market, 21000 gas is equivalent to 0.001 Ether currently and may increase by time. Whether you initiate ether transaction or token transfer, the same gas amount is required every time for both transactions

Yes but in the past it was possible to make slow transactions with 2 gwei. Now it's not possible. The minimum is 40 or 50 gwei I think. This is the problem.

There's no minimum cost for each transaction, you can even put 5 Gwei for the gas price, but its take too much time for waiting.
Currently, 20++ Gwei is the fixed cost for speedy confirmation time at least 30 seconds for 1 confirmation.

Thats varies on how fast you want your transaction be processed like in BTC the more you pay the faster it will done.

for websites like exchange sites, often the minimum will be 0.01 eth

To be sure that my transaction won't stuck I always set gas limit 1.000.000 with default gas price. But it very rare overcomes 50000-100000...
