I'm 99% sure the answer is yes but would like to double-check with the community.

If I have a Bitcoin or altcoin client on my computer but the wallet isn't synced, am I correct in assuming that while any coins sent to the address in the "Receive" tab won't show up in the wallet, they will still be recorded as being sent if I looked at the blockchain?

And I could backup the wallet.dat of this unsynced wallet to a flash drive and still my coins would be backed up?

You are right in all of these points. While your coins won't show up until you're synced, you will still successfully receive them. You can also back up the wallet without the client even being synced at all and if you load it up somewhere else, the coins will be there.

Forever strong.

you received coin in your address, but you can't spend it until your wallet sync
but if you have another wallet with your address there, you can spend it using that wallet

no problem, as soon as the wallet is synched then your new balance will also show up.

you can get the bitcoin while your wallet is not synced..

IF a user sends you bitcoin it will only appear on your wallet when the wallet is synced completely ..

And you can spend when the sync completed..

Blockchain's the best and most secure web wallet. There are better offline wallets such as Electrum, Multibit. (And paper wallets of course)

It is, as long as you have created the address I believe.

Best thing that ever happened to me was when I started mining dogecoins the day it came out. I opened the wallet just to grab my public address, closed the wallet and started mining in a pool with 10000 coins automatic withdraw.

I kept mining for a couple of months, never having opened the wallet and when the price hit 200 satoshis I decided to open the wallet and see how much I had gotten this far.

It started syncing and the amount that kept on coming, even though it was getting less and less often with every payment, was a pretty good feeling. Seeing 10,000+ coins entering the wallet after 2 minutes, then 3 minutes, then 5 minutes and so forth. When it had finished syncing I had a whopping 15.8 million coins in it. Really felt like finding a treasure chest. :3

As devthedev mentioned, bc.i wallet is a good web wallet, but it is not really the best wallet.

For safety, you could use offline wallet and paper wallet.
For functionality, you could use qt and Armory.
If you just don't want to download 21 GB blockchain data, you could use SPVs like Electrum and Multibit.
