There are a lot of transactions to be processed on network daily, the reason why ethereum transactions take time for comfirmation is that miners are very few and loads of transactions. However the average time in ether network is no more than 30 minutes. About fee, your transaction must imclude 21000 gas that is equivalent to 0.001 ETH and i think this fee was set since starting of 2016

This happens mainly because of network congestion, due to either a major ico or large volume of transactions happening at a time, i hope eth developers will find a way to solve this issue soon.
