I have $4500 (or less) to build a LTC miner. I know for ETH, the 1080 TI ( i think are the best) so Im wondering if it's the same for liteoin? If I wanted to start out a little cheaper, would 3 GPU's be OK? Do the GPU's "need" a higher hash rate for litecoin, like ETH? I know you guys are tired of Noob questions, but I need to ask before dropping cash.

you can not build a litecoin miner.
Litecoin is moved away from gpu mining ...
This days you can buy ASIC hardware for mining litecoin

LTC is a Scrypt coin which has been cracked by ASICS, GPU MINING LTC is pointless since ASICs hash thousands of times faster than GPUs and are more efficient. You'll want to mine ZEC or ETH with 1080tis.
