I'm pretty sure xp can only see a maximum of 7 of any 1 kind of device. The odds are if its only seeing 2 you need more power to the hub

Not sure about that.

Even WindowsXP should be able to see more than 2 Antminer USBs in any case. But the power is a good starting point for looking for the cause of failure. I'd also test if all the sticks are recognized if connected alone one by one to make sure none of them is broken.
