I always thought that the best way to learn something is to have a course with real teacher. there u can really see the work you are doing and the experience of your instructor. but sites are only for deepen your knowledge and very often best sites used to have paid access.

If I want to study anything I read k articles in Google searching for the first, YouTube videos. Then someone tell good books and resourses. I recomend Ostin Kleon books. But know you have to looked enough to good logos and designs every free minute, note good or bad sides of this design, grab good composition.

A good designer has to have at least basic drawing skills and good imagination. It is a creative profession. Logo design is just one of the tasks of a graphic designer, there is no point to learn just that.

while having drawing skills and imagination i would expect that the correct software to hand.
that being adobe illustrator and photoshop.
after that it is basically getting to know the various tools.
there are lots of online tutorials for experimenting with the tools.
