Ive personally seen both cards hash at 29.5 but ones doing 16 and the others doing 18.... forget about dual mining one of the cards drops to like 8....

temps are in the low to mid 60s
currently Bios modded with polaris 1.6 one click settings, i have tried 2 from anoraktech though....
running smos, but does the same on windows...
tried them on a test bench. separately 1 does 29.5. The other one is at like 18 on eth only, and 8-12 dual mining ETH and DCR
switched out risers and cables
tried all the amd drivers since the blockchain version
tried compute mode on and off

asrock h110 mobo
8gb ram
8 card rig all rx 480
1000w evga g3, 1000w corsair hx1000
g4400 cpu

Im at the end of my rope with these 2 cards.... any help appreciated.... Grin

Stock Bios would be 22-24 Mh/s on Ethash try to revert it back to stock and check if it reached this, if yes, you have a bad Bios mod

check your mem types to identify proper clocks to be configured. check also your OC settings

yep flashed them back and forth a few times.

Polaris 1.6 checks the memory for you and flashes appropriately.

no OC just adjusted fan settings

Same hashrate when flashing back to Stock Bios? try overclocking them what hash rate could reach when modded and stock, did you try installing these two GPU's separately or solely on the CPU? or try 1 GPU on PCI-e x16 slot without risers. this is to isolate things out

yep same hashrate with stock bios, I have made some progress though i took the really crappy one and put it on the test bench with windows, If i up the power in afterburner it goes to normal... current power is +30 and it hits 28ish.... wtf?

Are you sure that u are using right drivers? This seems to me like a driver issue.. If you can't get more than 25 with flashed cards, then you must have wrong drivers installed..
Did you try blockchain drivers and patch the cardS?

Yep running blockchain drivers on the windows machine but the card came from a rig running smos.... Ive upped the power to +30% in afterburner and now its hashing at 28 but im not sure what that means the problem is or how i can translate +30% power to a number i can put into smos or claymore.....
