Where Can I make virtual credit card that available in U.S territory?
Note. The card balance must be paid in a BTC[Altcoins does not matter].

Thank you.

You are probably out of lucky. Almost every card loaded with Bitcoin was provided by Wavecrest. And they recently stopped providing cards for cryptocurrencies-backed card companies. So most of the cryptocurrency-backed debit cards have stopped working.

I know you mentioned cards must be reloadable with BTC or altcoins but this will be very difficult and challenging in the existing situation in the US where FinCEN laws make it very difficult for money transmitters to offer prepaid MasterCard or Visa cards.

If you urgently need a prepaid card, there are several prepaid MasterCard and Visa cards offered at CVS, RadioShack, Walmart and convenience stores in the US. I know you can’t load them with bitcoins but they are easy and quick to get. Some do not require ID verification for a card spending limit of $500 or less.

Here are links to help you find what you need:

Visa prepaid card store locator
https://usa.visa.com/pay-with-visa/cards/services-locator.html

Walmart
https://www.walmart.com/c/kp/prepaid-credit-cards

Greendot Visa
https://www.greendot.com/our-products/new-everyday?utm_source=CVS

Walgreens
https://www.walgreens.com/topic/promotion/reloadablecards.jsp

Target stores
https://intl.target.com/c/visa-mastercard/-/N-4rt94

These are just a few sources of prepaid cards and there are a lot more locations. The advantage is you can get them anywhere in the US and they don’t require a credit check or income references. And of course you can use them just like any other credit card to pay for Cloudflare. Another advantage is you can get them safely at stores without any risk of getting scammed.

The disadvantages are you can only load them with money at stores or loading locations. None of them will accept bitcoins.

There is one other way:

https://bitpay.com/card/

On their website it says For US Residents:The BitPay Visa® Prepaid Card is issued by Metropolitan Commercial Bank, member FDIC, pursuant to a license from Visa, U.S.A. Inc. “Metropolitan” and “Metropolitan Commercial Bank” are registered trademarks of Metropolitan Commercial Bank

which suggests the cards are probably still available for US residents.
