I just realized that most of the bounty reward tokens would be considered to be ICOs. Does that mean all bounty campaigns are not willing to let US residents participate?

Never heard that US residents is not allowed to any bounty campaign there are lots of bounty in altcoin section and i think they had no rules about not accepting us residents to participate.. Let me ask if where do you heard it?
You can join anytime in bounty campaign just make sure you meet their requirements and mostly they are accepting member to legendary member. if you are just newbie no one will accept you. .

Solving blocks can't be solved without my rigs.

Well, from what I understand, when you get paid as part of a bounty program, it's basically like you are part of the ICO, except they are giving you the coins/tokens in exchange for the work you did promoting their ICO.

Unless being paid bounty is technically different than ICO, which I would be glad, because I would like to start earning some bounties.

All bounties are paid in tokens from ICO . If the ICO specifies that US residents are not included then I think automatically , residents are not allowed to participate in the bounty campaign too.
