Looking to Selling Limited paypal account

I have a paypal stealth account that was created in october 2017. and today it got limited and funds are held for 180 days.  The current balance is just over 15k.   I am looking to sell the access to the account for those who can pull the funds out now, or who want to wait 180days to pull it out. I can even mail you the cell phone that is tied to the account.

No one will be doing this, that kind of account can only be sold after the 180 days have passed. I would also buy it if the 180 days had already passed.
