They're only deciding what to do with cryptocurrency exchanges in South Korea. I think they're going to figure out how to tax and regulate their exchanges properly and we'll see a rally once again.

This is bad for the course of bitcoin, but i am sure its temporary. Very soon bitcoin and all other altcoin recover their price and beat new horizons.

I think you should read or pay attention to the Daily Express. Its a trash tabloid that prefers sensationalism over facts.  And in this case its about a week out of date.

Is it official?  Last I read, they are working on regulating cryptocurrency.
Regulation might be good but let's wait and see what the result would be once South Korean implements it.
