I think the best video card for gaming is PNY Nvidia Tesla V100 16GB. But it's more than $10.000..  So i could never play my games with it   If you say between  $100 and $ 200, i would recommend you Asus Amd RX560-O2G GDDR5 2GB 128 bit.

Go for Nvidia 1050 TI. It's the best card in that price range.

If you can bump up the range for like 20$-25$ you will be able to get GTX 1060.

Get an AMD graphics card, they're usually cheaper than NVIDIA's offering and also are pretty capable for the types of game you have listed.

If it's really for those two games and you don't care about the latest, then get the best and latest budget card, and that is the 1050ti. It will run cooler and quieter, and will be more than enough power. Could easily run games like Grand Theft Auto V with it, at a probably better than console settings.
