If you think that’s true, when should everyone HODL and when should the community sell?

If I am a whale and I want the price of the coin or token I am holding to go up, I will not sell and just hold, because if I sell it might cause panic making others to think that price is dropping and they will follow in dumping causing price to go down further, however its also a strategy of whales if they want to buy at lower price.
