You are aware that "ICO" is a general term for the funding of crypto projects through the emission of tokens/coins? As each project is different and is managed by different people, the methods aren't always the same. So the answer would be: maybe.

Usually the marketing work in past would go to marketing agency, but with ICO's the concept of peer to peer and elimination of marketing agency (middle man) is becoming popular, and the marketing work + marketing money goes to people ... Users like you and me to post on facebook, twitter, or carry signatures on bitcointalk, etc.
