Well actually i have an account that i created in 2016 and i have some questions for you  i just don't get it with their system, I've got 14 steem power and i don't know  how to do with it, so is this steem power gonna be lowered if we vote other people and I'm just wondering if your idea is safe? i mean exchanging vote or comment is allowed in steem forum? and what about the rate for each vote?

Steem Power it affects how good your upvote is. If you upvote too often it becomes less effective, however it slowly recharges over time (but you don't lose any Steem Power, just "upvote effectiveness"). You can vote about 10 times a day without depleting more than you'll regain.

Steemit is decentralized, so anything is "allowed" but there are a lot of things that are frowned on and that will get you flagged a lot. Upvote exchanges are in the grey, however this isn't an upvote exchange or comment exchange. The idea is that a small group reads each other's posts and upvotes/comments as they see fit (just helping promote decent content, not gaming the system). This is perfectly acceptable, and there are communities on steemit like #newbieresteemday that also attempt to promote good content by new people, just in a different way.

The idea sounds a bit complex, but once you see it in action it makes more sense. Basically, it's just users (mostly new people) sharing content between themselves, creating discussion, and up voting good content.
