the ICO prohibition is temporary and can be revoked within a reasonable time.

Yup, it would be better for the ICO issuer and authorities to come along an agreeable path to follow so that none face difficulty including the investors.

Regulation seems to be on the way since the European Union wants to get started very quickly with it.
However, knowing how slow governments are, we can expect one of two things:
1) They ban everything till they figure out what ICOs are why are they helpful for innovation.
2) They discuss and take 4-6 months to get to a decision...

Personally i feel that if we as a community should set up rules around what can or can not be part of the ICO ecosystem. Right now, I have seen many ICOs having the same people in management and advisory roles.
Most importantly, a lot of these ICO companies are investing in marketing/PR. The community should help consolidate rules. We dont need government for that.
