What PSU are you using?

I don't believe in superstition because it's bad luck: 13thF1oor6CAwyzyxXPNnRvu3nhhYeqZdc
These aren't the Droids you're looking for: S5 & S7 (Sold), R4B2, R4B4 (RIP), 2x S9 obsolete, 2xS15-28, S17-56, S17-70

What input voltage to the PSU?  If it's only 110V then that's your problem.  The bitmain PSU is only rated for the full 1600W output with 220V input, less if you're on 110V...

it has double input
1.- input 110V - 14A
2.- input 220V - 10A

i assume i can connect either 110V or 220V of course i am consuming more power at 110V

So I ask again, what input voltage are you using?

Ah, well that is another kind of failure, unfortunately not as uncommon on S9's as it should be.  If you do see the board hashing for a bit before it drops out on a cold restart perhaps a cleaning would help.  Otherwise repair starts to be the only solution, or just run it as a 2/3rds S9 (S6?).

Ok thanks, i will try a little of cleaning and also do some work with my electricity to put the input voltage 220V, i will cross my fingers, after all the hope is the last thing it dies if not repair as you said or work with 2/3 of the S9 i will keep you inform after i do that for anybody else that is presenting the same issues
