Opening a blog plus bitcoin advertising.

I was wondering, If I open a blog and add bitcoin advertising, in my country I have to open the VAT if I use the normal advertising, is it necessary even with the bitcoin advertising?
I mean, Bitcoin has no official state or govern to point to, so it seems I don't need it, what do you think guys?
Is it different in the country you live or I can follow the rule of the anonimity of the bitcoin and add them freely?
