Bittrex can block anyone without discrimination. Though exchanges and ICOs have reasons to block people from some countries. Major of them to avoid themselves form lawsuits.

I actually don't know how to feel about this. Some of those states do try to get around sanctions. That was one of South Korea's concern after all, that money is being siphoned out of the country to fund their enemies up north. But at the same time, it feels contrary to bitcoin's goal of being a currency for everyone.

Well, it's an exchange, either they do something about the allegations or end up getting shut down.
