What is marker and takers fees on idex????

I login to idex trying to buy some cheap Altcoins but while I was trying to import my wallet balance to IDEX exchange k got a message saying something like: "Minimum Takers fee is  0.015 ETH and Minimum Makers Fee is 0.15 ETH"

I am not much of a trader so I don't understand, can anyone help??

If you put new own order - maker, if buy/sell from existing orders - taker

It literally means if you want to sell an order; the token must worth 0.15 eth and above and if you are buying ; it has to worth 0.015eth
