voting on Blockchain

Hey guys, i am part of a group that is building a "direct democracy platform" for voters in Israel.

We strive to have the most secure, immediate and transparent system there is.
right now that seems to be systems operating via Blockchain.

We are all Blockchain and decentralization enthusiasts and would love to build this platform on an existing chain that offers smart contracts for voting.

Does this exist on ether Ethereum, Neo, Qtum, Nem?
Eos is talking about it but they talk about everything as if it is a done deal but it seems they don't rally have anything to offer for an existing operation.

Any tips?
