Secure messaging app Telegram, has cancelled plans to open its much-hyped initial coin offering (ICO) to the public, an anonymous source told Wall Street Journal. According to the report, Telegram-which is developing a blockchain ecosystem called the Telegram Open Network (TON)- has decided that it does not want to enter into the tight regulatory environment
