Here in Serbia we have ads of people buying/selling bitcoins, ads are not on localbitcoins and they send to bank account or western union or postnet, no questions asked. Maybe try to find somebody like that in ur country. Or use localbitcoins.

I think it's good they ask for identification. It's like a three factor security system for you. And I doubt they'll allow you to exchange BTC/USD (If that's what you're talking about) without your name, which verifies your credit card number, or your bank account. Or things like moneypak.
There's also exchangers on the forum. Trusted ones, that don't ask for ID, I think.

Umm wtf BTCe does ask for identification......if you want to use their bank to deposit or withdraw they require it- also if you use the other services with deposit/withdraw e.g OKpay you need to verify with them before you can send money to them. I know. I've had to do it twice for them....
Crypto-only exchanges like cryptsy and mintpal will not because they dont need any banks or interface to the outside regulated world.
