What happens when a staking bounty of for example 1 million tokens set for signature is participated only by 10 participants? Does that mean the 1 million alloted tokens is distributed among the 10 participants i.e. 100,000 tokens each? or How does the math work?

No I think the higher the stake of one person the higher his/her token so meaning not equally shared
