You are buying a Paper Wallet. WTF is that?! Here:

I only accept PayPal for this ad.  PayPal carries risk for the seller which is why there is a 15% premium.
Offers and volume will be accepted at my discretion based on trust and membership history.  

MIN is $50, MAX is $1000 USD per 24 hours.

I am open to escrow.  Because PayPal is almost risk free for the buyer, the buyer will pay the escrow fee if they request it.

---Process---
1| PM me your request and PayPal address
2| I will send an invoice to your PayPal address, I will pay the PayPal seller's fees.
3| Upon payment, I will mail your wallet via USPS first class with 0.01 btc on it. I can ship faster if the buyer pays for shipping.
4| Upon delivery, send a photo to the same email associated with the PayPal invoice.
5| I, or the escrow holder, will load the rest of the amount once I verify you have received the wallet.  
     (This protects the entire Bitcoin network from bitcoins lost in the mail)
6| Remove ALL Bitcoins from the paper wallet as soon as it is loaded.
7| NEVER use that wallet again.

What do you mean?

In general, you can load a paper wallet like you would any other bitcoin wallet.  You send money to the public address on the wallet.

Specific to this listing, you should never store/re-use a paper wallet that you received from someone else.  
You can never be 100% sure that you are the only person in possession of the private key.
Which is why I included step 7 above.
