You should have Access to US or European exchanges. E.G with Kraken.com you should be able to Transfer Money to it and then you can Exchange to Bitcoin or any other cryptocurrencies you like.

Bitcoin is bitcoin, they is no difference from UAE bitcoin with other countries, bitcoin is a crypto-currency that the value in price are equal at any time, so if you still want to trade with UAE market exchange, you free to create account with them, and provide your KYC as the case may be.
