Who shoulders the costs in bitcoin cash?

In bitcoin the users pay for the costs of having their transactions processed and added in the blockchain by paying higher fees. But what about bitcoin cash? Their development team's plan is to keep increasing the block size to scale and to maintain almost zero fees. Then who shoulders the costs if the mining reward is close to zero?
