I have USD in an exchange account and I'd like to buy litecoins. I'd like to let someone log into my exchange account so they can withdraw the USD (cannot be done in my country) and then send me litecoins.

I no longer need this. I wanted to do this because litecoins were particularly high in price on crypto-trade, which is where my money is stuck, but the price dropped.
