Saw this guy posting in sheepshead address with 90,000 BTCs. But I saw something very fishy ?

In this tx, see the *starred* text. It says FBI

Also, another tx from same address, see the intentional capitals. They say CIA and  FBI

In this tx he's trying to say something to Sheepshead guy

Are those FBI guys involved in this incident? There's surely something this guy is trying to say in codes.
