I'm bored right now, and I wonder how to make an altcoin for fun with the following 'features'

Based on Litecoin (uses scrypt)
Fixed difficulty at 0.001
100 Million coins

I know nothing about C, C++, C#.. Just Visual Basic .NET.

I use Windows 7.

Why not make a service for one that already exist! You will get further.
