Hello what are the risks to sell to these accounts?

Would like your thoughts on this please.
Many people who buy bitcoin on Ebay, are using hacked accounts.
So here's a way to verify the buyer, is the person at the physical home address associated with the paypal address:
1) The buyer pays you money for the BTC.
2) So after receiving this payment, and before sending the buyer, his BTC, send a letter, that requires a signature to the buyer's home address, found in the buyer's verified paypal's information.
3) In this letter, write a code. Once the buyer receives this letter, he / she then has to email you back, over Ebay's messaging system, this code.
I figure this could help some, to ensure the seller's account hasn't been hacked, and the person you're communicating with, at least resides at the verified paypal home address.
So why if the hacker is a family member that lives there as well?
I have an idea for this as well, but would like your thoughts on the above.

After the hacked buyer pays you via Paypal.
You then send them, the BTC.
After doing this, the real owner of the hacked account, later discovers, his account is hacked.
He reports this.
The transaction is cancelled.
His money is given back to him.
And Paypal, or Ebay, will not compensate you for the BTC you sent.
