It depends. Do you want to trade EUR or USD and how much?
for low volume EUR I would say Kraken.
for higher volume and/or USD probably BTC-e.

Although I try to avoid BTC-e if possible, because I do not feel they are as trustworthy as others.

I checked out Kraken and it was a pain in the ass to get verified with higher tier, I gave up, also volume is really low

Have you check localbitcoins? You could find some people in your city buying/selling bitcoin there, and make some p2p trades.
