I don't think it's a desire to demoralize anyone. More of a way to weed out the folks that would be more interested in seeing something fail.

It's difficult to find a good way to let in new people while still providing a way to keep out the trolls.

It's annoying to me, because I wanted to respond to the guy that runs the pool I'm mining at, and I can't because I'm "brand new."
