I heard a while back that Canada had made legislation that protected coiners defining bitcoin as different than money but still allowed to be used as such Have things changed or are these laws still in place?

You are still buying something, so it's still a purchase (exchange or purchase). If it's an exchange though, you shouldn't need to pay anything to anyone anyway.
